I agree with Phyllis that there needs to be provisions in the policy as to how the money is to be disbursed once deposited and how, if possible, other programs could have access to the funds, if it is agreed by all parties that they should have these funds for their programs. Those stipulations needs to be stated for all programs that have by-products so we have consistency and transparency.
I agree with Phyllis, too. I am sure some programs/departments may just spend more than they earn, although the expenditure amounts are reasonable and the purposes are all essential to keep the programs/departments going.
Perhaps, there is a need for seed money, or subsidy from the general fund.
The concerns I have with the policy is that it doesn't specify:
1) how each program will tap into the funds once the deposits are made
2) and if funds are available in other department's funds, how do we ask for them if our department is short?
