October reach out Local Meetings of the Facilities and Campus Environment committee Each campus was to hold a open meeting in a "student friendly" location to gather input on students concerns and requests in regards facilities. These meetings were the October meeting of the FCE committee. These meetings did not generate formal minutes, yet the raw information gathered should be retained in the official public record of the committee as the setting was public and the intent was to be accessible and transparent. Housing these notes in the private section for the committee would run counter to the intent of the open, public sessions and the information shared. The college has enough challenges getting information shared and communicated without tucking information away in closed, private locations. Thus these notes stand in lieu of minutes and provide information for future reference and use. National Campus Report The committee found that placing one to two members at a table permitted the committee members to dialog with students. Each table then reported their results to the committee chair. The use of the first person pronoun was in the original reports submitted to the chair, these do not represent the same person. Editing the notes could change their intent, meaning, or tone, this editor has chosen not to make editorial changes. Table one 1. Outdoor basketball/volleyball court with lights. 2. Staff lounge 3. Parking in front of Building "J" or A+ center. 4. Control students when getting on the Campus Shuttle. 5. Air conditioning the residence hall rooms. Option for those who can pay. 6. CO-ED Residence Halls 7. Water heater for the Residence Halls showers. 8. Covered walkways from the Gym parking through residence hall to dining hall parking lot. 9. Dish washer for Dining Hall 10. Dining hall loading and off loading ramp. 11. Student IDs to avoid non students riding the campus shuttle. Table two Weekend gym hours Evening lights in the parking lot of the gym for the basketball area. More benches for students to sit on Table three Lights for outdoor basketball areas in the gym parking lot. When the lights go out, that is when the students are more likely to engage in activities that can lead to problems. If the lights were kept on, the students would play until exhaustion and then go to bed quietly. Extend a covered walkway west from the dining hall to the residence halls, on to the gym, and then on to the agriculture building Extend a second covered walkway from the dining hall to the bookstore, counselling center, dispensary Provide water dispensers for students on campus More huts and the ability for student groups to erect huts. Student groups that are not a state group such as KSO, PSO, CSO, YSO, do not have a hut. If they fundraised, could they erect their own hut? There are an insufficient number of computers. When asked where additional computers might be put the students realized that space was a constraint. I asked whether lap top computers might be an option. The students responded that the bookstore does not stock in enough lap tops, the lap top computers sell out. This suggests that there is unmet demand for computers. The students asked that the college assist with the transportation difficulties for students living in locations remote from the campus such as Madolehnihmw. Students asked whether there might be a way to return second serve to the dining hall. Noting the price of food, I said that the dining hall was not going to return to second serve on a $4.00 lunch ticket. I floated the idea of a $6.00 lunch ticket which would have "second serve" capability and asked if students who wanted second serve might pay that. The students I was speaking with were not sure. A residence hall student noted that board costs are soaring upwards of $2000. The student noted that even with state and national scholarship on top of Pell grant, the residence hall students were still facing an ever increasing unpaid balance term after term. The student asked that ways be found to offer reduced board. The student wanted a system where the residents only pay for the meals they eat. I noted that this would be difficult for the dining hall from a planning perspective - the hall would have difficulty planning how many meals to prepare. I explored the idea of a "breakfast-dinner" only board plan that would omit lunch, an option for a student trying to conserve money, or who always ate lunch away from the dining hall. I noted that I did not know if this idea would be acceptable to the administration. I also noted that board costs were not part of the committee portfolio, but that I would pass along the student request for relief. The dining hall needs a sterilizing automated dishwasher unit for reasons of health and efficiency. One student wanted to know when the swimming pool across the road would be finished. Although this question was dealt with, I could not answer whether there would also be a baseball field across the road. Student groups lack places to meet. Shopping and movie trips to town for the residence hall students have been cancelled due to fuel cost constraints, at least that is the student's understanding of the problem. One student said their understanding was that the residence hall fuel budget was exhausted. The bus only goes to town for the residence hall students on Sunday for church. Table four 1. The main issue was the discontinuation of more frequent/regularly scheduled transportation from the dorm to Kolonia to allow students to go shopping and to have more free time in town. Transportation now seems restricted to going to Sunday church service (with the students not being given enough free time in town), and for occasionally scheduled events. In the past there was a weekday theater trip into town, but no more, and students say that the regularly scheduled Saturday trips have been discontinued. 2. Free laundry service has also been discontinued and replaced with pay-as you- use coin-operated machines. 3. Many students object to paying a mandatory transportation fee when they never use transportation service provided by the college. 4. The bathrooms in the women’s dorm could benefit from a more frequent cleaning service. 5. A TV used to be available in the women’s dorm but was removed after it broke and was never replaced. 6. A lesser complaint centered about only staff be able to sell snacks/food in the women’s dorm, but students not allowed to do so. The details on this issue were not all that clear. Table five -Opening the gym on weekends. - Restroom in individual rooms at the Residence Hall (RH) -Free laundry machines and dryer -Water fountain (RH students are drinking water straight out of the faucets) -Theater trip and Shopping trip for RH Students -Replace the materials/ equipment in the rooms (RH) -Provide furniture in the RH TV- Lounge -RH needs a student's storage room where students put in empty suitcase inside -Off campus students need more parking space with shelter (like the solar panels) -Install water fountain at Building A and B -Beautify the campus by planting flowers around I have to separate these following items because I have the feeling they're not related to this committee but still are students' concern. -Dining Hall menu needs to change -Dining Hall workers need to wear gloves -Meal plan is too much for On-campus students -Second serve of food in the Dining Hall should be allowed -Living staff complain about students room arrangement -Policies in the RH are too much -Entering room policy in the RH is not followed -Living staff staying in the dormitory rooms should not be allowed -RH Manager and Living staff are not considering students complain Chuuk campus RAW NOTES FROM CHUUK CAMPUS STUDENTS: 1) A/C Units in Counseling 2) TV in Student Center 3) Science Lab 4) Not feel safe because securities are not equipped to arrest. 5) Building Improvement / Repair 6) Intercom in buildings / improve communication 7) Boat for student activities and recruitment 8) Internet very slow 9) Outdoor Basketball / Volleyball Court 10) A/C in SBA Office 11) Road Crossing 12) Replace Students Computers 13) Ceiling Fans in Student Center 14) Stationary PA system in Student Center 15) Replace soap dispenser in restrooms 16) Additional wall mirror in Ladies restroom 17) Roof over walkway between buildings 18) Tennis Table NANTAKU SITE: 1) Residence halls 2) Gymnasium 3) Dining hall Pohnpei Campus A "reach out local" meeting for Pohnpei Campus students was held Friday, October 17th at 1:00 pm in the Pohnpei Campus Student Services Center. Pohnpei Student Body Association president, the Campus Director, and Facility and Campus Environment Committee representatives explained that the purpose of the meeting was to listen to students express ideas on how to improve the learning environment for students on Pohnpei Campus. Students had many suggestions. They would like to again have a nahs so they have a place to study and to wait for classes. They suggested a fence around the campus to prevent the overcrowding and disruptions that are occurring when high school students and others without COM-FSM status use campus facilities. Students would like a covered walkway to connect the three main areas of the campus. They need water dispensers located throughout the campus and would like a dining hall on campus. Students noted problems on campus that need to be solved. The parking lot and the library are too small to accommodate the numbers of students, staff and faculty. The Internet is so slow during the school day that students cannot complete assignments and do routine tasks. The clinic is not open daily and should be. Taxis are too noisy and there should be one designated place for taxi drop off and pick up. Students are encouraged to continue discussion and bring ideas to FCE members. Kosrae Campus No notes received. Yap Campus No notes received. No October meeting held. FSM-FMI Campus No notes received. Post-script 15 November 2014: The director of maintenance will be making recommendations based on the above input, he will also be routing many of the requests through the SBA to confirm that a broader body of students concur with the suggestions and requests.
