Yes you are Right! As we just found out, every page is created with "Public" as the access restriction. Unfortunately we cannot change it so it creates with more restrictive access setting everytime. What each user will need to do is change that setting.
After selecting the "Restric Access" menu, Select the restriction you want for your page.
