As the member from the National IT office, I would like to add some insight into the matter of "TOC" and hopefully bring closure to it at the same time.
The issue with "TOC" at the college deals primarily with buildings for example, as it will cost to run and maintain it over time. With the computer labs, or namely computers, we purchase them with the life expectancy of 5 years maximum per unit. At the same time each lab usually is on a schedule to turn over within a period of 2 years (+/-), or based on need. That amount of time also allows for tech fee per lab to accumulate to cover the cost of each lab at our campuses; which currently runs about $55k per lab.
So since the life span of computers are set, and that we require warranties from our vendor as well as the manufacture warranties, a schedule for turn over exists because the life expectancy is finite. Thus "TOC" is not required in this sense, or if you will and insist, Tech Fee covers the "TOC".
